Strong increase in investments in education sector


As a result of Norway's decision to lower the school age to six beginning the autumn of 1997, the accounts of municipalities (local governments) show a strong increase in investments. Investments in the education sector climbed 36.1 per cent from 1994 to 1995 while investments in the health and social services sector increased by 25.1 per cent at the same time.

In addition, the increase in the operating expenses of local governments was far stronger than the increase in operating income. While operating expenses increased by 5.8 per cent, operating income increased only 2.1 per cent. As a result, the gross operating result dropped by nearly NOK 4 billion from 1994 to 1995. The weak growth in operating income must be viewed in connection with the fact that the municipalities saw their tax income drop by NOK 90 million between 1994 and 1995, due to a reduction in the tax rate.
