Children and youths under the age of 18 who come to Norway without a parent or other care-giver. Minors who arrive in Norway without a parent are offered a place at a care centre or reception centre while their application is processed.

Bufetat is responsible for the service provided to unaccompanied minors under the age of 15. The Norwegian Directorate of Immigration (UDI) is responsible for unaccompanied minors aged 15–18 on arrival.
