A municipality has centrality 3 when the travelling time from an urban settlement with at least 50 000 inhabitants is within 75 minutes (90 minutes from Oslo). Centrality 2 means a maximum of 60 minutes travelling time from an urban settlement with at least 15 000 inhabitants, and centrality 1 means a maximum of 45 minutes travelling time from an urban settlement with at least 5 000 inhabitants.
