Statistics Norway can first define charges and charged persons when the police and prosecution authority have registered a decision with legal efficacy against a perpetrator. Persons who have been charged at some point during the investigation, but do not have that status upon completion of the investigation, are not included in the statistics. Statistics Norway’s use of the terms is thus not synonymous with corresponding terms in Section 82 of the Criminal Procedure Act.
