Continued decline in fixed interest share

The share of fixed interest rate loans to Norwegian employees from banks, mortgage companies and state lending institutions fell in the second quarter of 2011. There was also a decline in the share of fixed interest rate loans to non-financial enterprises from banks and mortgage companies, but an increase in this share for the state lending institutions.

The share of loans with fixed interest from financial corporations to Norwegian employees and households has fallen since the third quarter of 2009. At the end of the second quarter of 2011 this share was 6.0 and 8.3 per cent respectively. The share of loans with fixed interest to non-financial enterprises fell by 1.4 percentage points in the second quarter to 24.5 per cent. This is the lowest level in the period 1st quarter 2009-2nd quarter 2011. Data before 2009 should not be compared due to changed reporting. In the second quarter of 2011 there was also a decline in the share of fixed interest rate loans to non-financial enterprises from banks and mortgage companies, but an increase in this share for the state lending institutions.

Loans with a fixed interest rate in the interval 1-5 years amount to about 2/3 of the fixed rate loans for Norwegian employees. Most fixed interest rate loans from non-financial enterprises are in the interval of less than 1 year.

Fixed interest loans in Norway

Fixed interest rate loans give predictability for interest costs, and can be regarded as an insurance against increasing interest rates. There are several possible reasons for the traditionally low share of loans with fixed interest in Norway. It may be that borrowers consider fixed interest more of a speculation than insurance. Another explanation for the low share of fixed interest may be that the Central bank’s projections for the key policy interest rate are clearly communicated.
