Most new dwellings in Akershus and Rogaland
In 2013, building was started on 30 450 dwellings with 4.1 million square metres of utility floor space. New dwellings are at the same level as 2012. The counties of Akershus and Rogaland had the highest building activity.

Akershus and Rogaland are the counties with the highest building activity, with 4 147 and 4 064 new dwellings respectively. Oslo, however, has the highest number of new flats, with 2 700, followed by Akershus with 1 980 new units.
In 2013, building was started on 4.1 million square metres of utility floor space for residential buildings. This is the highest figure since 1988.
The total building activity, measured by square metres of utility floor space, is however somewhat lower than the peak year 2007. This is due to a decline in industrial building.
Decrease in industrial buildings
In 2013, building was started on 5.3 million square metres of utility floor space for “other than dwellings”; slightly less than the year before. Of this, nearly 1.5 million square metres related to holiday houses, garages for residential buildings etc. There has been a relatively steady increase in this category since 1983, with the level measured by utility floor space more than tripling.
A total of 3.8 million square metres were started up within the business sector, where industrial and office buildings accounted for more than half of the activity.
A total of 6 284 holiday houses were given building permission. This is somewhat lower than the three previous years, but about 2.5 times more than in the 1980s.

Figures for buildings in the building statistics rely on dates for when permits are registered by the municipality in the data register (Matrikkelen). A building permit does not always mean that construction will be started at once. Especially in low conjunctures it might be that construction projects are not realised, or may be postponed after a building permit has been granted. When the building activity trend turns from a low to a high level, and vice versa, this could affect the interpretation of the statistics.

Rebuilding of existing building stockOpen and readClose
Building statistics do not cover dwellings due to rebuilding of existing building stock (i.e. new dwellings due to reconstruction of utility floor space from industry to dwellings).
When an old building is being demolished to the foundation wall, it is regarded as a new building. When the building framework is not demolished, it counts as rebuilding.
