3 200 fewer dwelling start permits

In 2014, building start permits were given for 27 250 dwellings with 3.5 million square metres of utility floor space. This is 10.5 per cent less than in 2013. The counties of Akershus and Rogaland had the highest building activity.

Akershus and Rogaland are the counties with the highest building activity, with 3 620 and 3 406 new dwellings respectively. Akershus county is also number one when it comes to flats, with 1 675, followed by Sør-Trøndelag with 1 363 new units.

Other than residential buildings at same level

In 2014, building start permits were given for 5.3 million square metres of utility floor space for “other than dwellings”. This is about the same level as the year before. Of this, 1.4 million square metres related to holiday houses, garages for residential buildings etc.

A total of 3.9 million square metres were given start permits within the business sector; 3 per cent more than in 2013, where industrial and office buildings account for more than half of the activity.

Fewer holiday homes

A total of 5 800 holiday houses were given building start permits. This is 7.5 per cent lower than the year before, and the lowest figure since 2004. The county of Buskerud registered the most building start permits, with 654 holiday homes, followed by Hedmark and Oppland with 578 and 576 respectively.

Figures for buildings in the building statistics rely on dates for when permits are registered by the municipality in the data register (Matrikkelen). A building permit does not always mean that construction will be started at once. Especially in low conjunctures it might be that construction projects are not realised, or may be postponed after a building permit has been granted. When the building activity trend turns from a low to a high level, and vice versa, this could affect the interpretation of the statistics.

Rebuilding of existing building stockOpen and readClose

Building statistics do not cover dwellings due to rebuilding of existing building stock (i.e. new dwellings due to reconstruction of utility floor space from industry to dwellings).

When an old building is being demolished to the foundation wall, it is regarded as a new building. When the building framework is not demolished, it counts as rebuilding.
