New rules - stable inheritance tax

From 1999 the inheritance tax rules were changed, reducing the number of recipients of taxable inheritance (including advances) to almost half the number of 1998. The inheritance tax was still maintained at a level of a little above NOK 900 million.

The total inheritance tax base amounted to NOK 11.6 billion in 1999, compared with NOK 10.8 billion the previous year. The inheritance tax amounted to NOK 923 million compared with 909 million in 1998.

The tax-free amount for inheritance was on January 1st 1999 raised from NOK 100 000 to 200 000. The limit for higher tax was set to NOK 500 000.

Stable basis for inheritance tax

The changes in the rules did not lead to major changes in the basis of inheritance tax, but the number of recipients was reduced almost by half. 14 683 persons received a total of NOK 8.1 billion in taxable inheritance in 1999, an average of NOK 553 000. The corresponding figures in 1998 were 23 499 recipients who received NOK 346 000 each on average.

There were relatively many persons who received large amounts of inheritance in 1999. 1 434 people received an inheritance of NOK 1 million or more.

Assessed taxes on inheritance were NOK 667 million in 1999. Of these, more than NOK 380 million came from inheritances on NOK 1 million or more.

More advances on inheritance

In 1999, 6 319 persons received a total of NOK 3.4 billion in advances on inheritance (gifts). Compared with 1998, this was an increase in taxable gifts despite the rise in the tax-free amount. The average gift was in 1999 NOK 544 000. 520 persons received gifts of NOK 1 million or more.

Assessed taxes on gifts were NOK 256 million. Of these, more than half were taxes assessed on gifts amounting to NOK 1 million or more.

In 1999 36 708 persons received gifts, taxable or/and tax-free, of NOK 7.5 billion.

About the statistical basis

The rules for inheritance tax changed from January 1st 1999. The tax-free amount was increased from NOK 100 000 to NOK 200 000. This resulted in the following structure:

        To children/parents           To others
Of the first NOK 200 000: No tax No tax
Of the next NOK 300 000: 8 per cent 10 per cent
Of excess amount: 20 per cent 30 per cent
