New dispensations for motor traffic continue to decrease
In 2014, Norwegian municipalities granted 11 400 new dispensations for motor traffic on uncultivated areas and watercourses. In addition, 14 900 dispensations from previous years were still valid. The total number of valid dispensations jumped 300 from the previous year.

Motor traffic on uncultivated areas and watercourses is forbidden in principle. Under the Motor Traffic and Environment Act, local government authorities may grant dispensations from this rule and allow motor traffic for certain purposes. No data on actual traffic are avamiljoilable, but KOSTRA provides information on dispensations granted by local government authorities.
The number of new dispensations granted in 2014 is 2 per cent below 2013. The total number of dispensations valid in 2014 was 5 per cent higher than in 2013. The share of granted applications remained at 96 per cent, as in 2013.
Dropping energy consumption in municipal buildings
Energy used for heating and lighting in municipal buildings decreased by 6.3 per cent from 2013 to 2014. The decline is probably connected with somewhat higher temperatures in 2014. The decline was largest for the use of heating oil, by 31 per cent, and bioenergy by 17 per cent, while electricity consumption decreased by 6.5 per cent. The use of district heating rose 1 per cent. Among the municipalities that reported, the two main energy products in 2014 were electricity (83.5 per cent) and district heating (12.2 per cent).
Cultural heritage predominant in local conservation
The Planning and Building Act enables the municipalities to protect areas of importance for nature, landscape and cultural heritage. In 2013, there were around 4 400 local development plans that contained area protections. Nearly 3 500 plans had areas for cultural heritage, while nature values were protected in 529 plans. Landscape features were protected in 427 plans. In 2014, around 333 new development plans containing areas for protection were adopted.
