Less construction in the coastal areas
The construction in the Norwegian coastal areas continued in 2007, but at a lower pace than in 2006. New figures from KOSTRA, show that the municipalities continued to approved more exemptions in 2008 compared to 2007.
Areas with no human interference in the coastal areas are shrinking, and the possibility for the public to access and enjoy these areas is reducing on a yearly basis. The accessible areas for the south of Norway, south of the county of Sogn og Fjordane, has been reduced with 2.4 per cent between 2000 and 2007.
The figures are based on reports from the municipalities through the KOSTRA (municipalities to the state reporting), supplemented by calculations based on the national administrative register of buildings (GAB).
Targets and key figures for the environmental policyEveryone shall have the opportunity to take part in outdoor recreation as a healthy and environmental sound leisure activity that provides a sense of well-being, both near their homes and in the countryside.1This is the strategic objective for the target outdoor life in the Norwegian environmental policy. In this aspect the coastal areas are very valuable, offering opportunities for outdoor recreation. At the same time these areas are under great pressure from developments that are restricting the public access to them. § 17-2 of the Planning and Building act is also restricting developments in the coastal areas. |
Highest construction activity and lowest accessibility in the south of Norway
The counties south of Sogn og Fjordane have the most densely populated areas as well as the highest pressure on land due to high costruction activity. In these areas the accessibility was reduced by 5 763 decares throughout the period of 2000-2007
Most construction activity outside urban settlements
More than two thirds of the new buildings in the coastal areas were built outside the existing settlements. This expansion of constructed areas results in a reduction of accessible coastal areas. The construction in the urban settlements on the other hand has little impact on the statistics, since these areas already are considered as constructed and inaccessible.
Among the buildings that were constructed throughout 2007, boat-houses or garages were the most common. On the first of January 2008 there were around 460 000 buildings within 100 meters from the coast line (all islands included).
Increase in granted dispensations
New figures from KOSTRA indicate an increase in the number of granted exemption applications in 2008. In line with this there was also a 67 percent decrease in the number of rejected exemption applications. We have to go back to 2005 to find such a high number of approved applications.
