Local kind-of-Activity unit (lokal KAU): A local KAU is defined as a locally delimited functional unit that mainly carries out activities that fall within a specific industry category. This is the statistical unit.

Background

Background and purpose

The statistics is supposed to map out the level and development in turnover within the water supply; sewerage, waste management and remediation activities. The data series starts in 2008.

Users and applications

The main users are public and private sector agencies, organizations and individuals. The National accounts statistics and the Research department of Statistics Norway are also among the users.

Equal treatment of users

No external users have access to the statistics and analyses before they are published and accessible simultaneously for all users on ssb.no at 08 am. Prior to this, a minimum of three months' advance notice is given inthe Statistics Release Calendar. This is one of Statistics Norway’s key principles for ensuring that all users are treated equally.

Coherence with other statistics

The statistics is being compiled simultaneously with the statistics for other industries which are obliged to pay VAT. The distribution key for the turnover for businesses within enterprises is being collected from Statistic Norway Business Register’s annual file. Data on employment is collected from the Register of Employees and Employers. (the AA-register)

Production

Population

The population consists of units registered in the VAT register within water supply; sewerage, waste management and remediation activities (36, 37, 38 and 39) according to the Standard Industrial Classification (SIC2007). Units owned by the public, at national, regional or local level are excluded from the population, unless they operate in a free market for profit. The statistical unit is local KAU. Enterprise is the reporting unit, i.e. an enterprise with a turnover exceeding NOK 50 000 a year.

Data sources and sampling

Collection of data, editing and estimations

The statistics is register-based. The questionnaires containing information about turnover are sent to the respective county tax offices. The county tax offices transmit data to the Directorate of Taxes once a week. StatisticsNorwayreceives data from the Directorate of Taxes two times each period. The deadline for sending questionnaires to the county tax offices is 1 month and 10 days after the end of the period. The data is sent to Statistics Norway about three weeks later.

For the bimonthly statistics the values are aggregated to represent totals for the different industries. When a VAT-unit consists of more than one active enterprise, the data is being divided according to registered turnover in the last annual data file from the Central register of Establishments and Enterprises or the Register of Employees and Employers (the AA-register).

Confidentiality

If a table cell consists of less then three observations, the data for the actual table cell will not be published. This is necessary to avoid identifying the individual data from the actual local KAUs.

Comparability over time and space

The data goes back to the first period of 2008 and uses the same method for the whole period. With the change in the VAT return form from 2017 improvements have been made in production. The data for 2016 have been updated according to this.

Accuracy and reliability

Sources of error and uncertainty

Measurement errors (the respondent gives erroneous data) and processing errors may occur. We aim at avoiding these types of errors through control routines. Another possible error may occur, if out of data distribution formulas are used to divide turnover in cases where a VAT-unit consists of more than one lokal KAU.

The County Revenue Office is contacted in cases where big enterprises have failed to respond. For the first and second time publication, unit non-response is imputed. By the third and last publication, the turnover for unit non-response is set to zero.

Enterprises and local KAUs can be classified with an erroneous industrial code in the Central Register of Establishments and Enterprises.
