Conscripts represent only one out of five man-years
Only 20 per cent of the Norwegian Armed Forces’ contracted man-years were carried out by conscripts. The remaining man-years were performed by officers, assorted professionals or civilian employees.
The Norwegian Armed Forces showed reduced contracted man-years adjusted for long-term leave from 2009 to 2010, a decrease of 3 per cent in total. However, the decrease for conscripts was 13 per cent. Nevertheless, the Norwegian Armed Forces’ contracted man-years amounted to 22 600. Expenditure of NOK 35 billion
The Norwegian Armed Forces had a total expenditure of NOK 35 billion in 2010; approximately the same level as for 2009. However, the composition of the expenditure was different; costs of own production increased, while investments decreased. Within types of services, the Norwegian Armed Forces spent the highest share on Joint institutions and command structure etc , followed by the Norwegian Army . The Norwegian Army showed the largest percentage increase in expenditure, with 17 per cent from 2009 to 2010.
From 2005 to 2010 the Norwegian Army’s costs of own production increased as much as 52 per cent. Conversely, the Home guard spent 3 per cent less in 2010. The remaining divisions of service showed a moderate increase in expenditure in the corresponding period.
More aviation activity, less sailing activity and activity abroad
From 2009 to 2010 the number of hours flying in the Air Force increased by 15 per cent, while hours sailed in the Coast Squadron decreased by 9 per cent. The number of persons in operations abroad with a duration of more than 30 days was approximately 1 800; a decline of 32 per cent from 2009.
Compared with 2005, the Norwegian Army officers accomplished 39 per cent more days and nights of exercise activity in 2010. In addition, persons in operations abroad increased over the same period. The activity indicators for further parts of the Norwegian Armed Forces show a decline from 2005. The number of days on active service in the Home guard in 2010 accounts for less than half of the days in 2006 (figures for 2005 are not available). The days patrolling in the Coast Guard have also decreased since 2005.
More target-oriented use of time patrolling in the Coast Guard
Despite the decrease in the days patrolling from 2005-2010, the number of reactions of the Coast Guard, including warnings, reports and bring-ups, was almost twice the amount in 2010. This is related to improved systems for surveillance of Norwegian waters, resulting in a more efficient Coast Guard patrolling time.
