Public purchases total around NOK 430 billion
Public purchases of goods and services amounted to about NOK 432 billion in 2013. This is an increase of about NOK 34 billion compared to 2012. Despite this increase in public purchases, its ratio to the gross domestic product remains unchanged; approximately 14 per cent in recent years.

Both purchases in general government and general government enterprises have increased in the past year. This increase is mostly in the gross fixed capital formation. Even though both general government and general government enterprises increased, the general government enterprises have the most growth in per cent.
Growth in central government health enterprises and Norwegian Public Roads Administration and The Norwegian Rail Administration
The central government and the local government purchases are slightly over 80 per cent of the total public sector purchases for 2013. The gross fixed capital formation increased significantly, from NOK 96 billion in 2012 to NOK 111 billion in 2013. It is mostly in the central government health enterprises, the Norwegian Public Roads Administration and The Norwegian Rail Administration we find the major contributors to the increases in gross fixed capital formation. In the central government health enterprises, the construction of the new Østfold hospital is one of the reasons for the growth. In the Norwegian Public Roads Administration and the Norwegian Rail Administration both roads and railways contributed to the growth in the gross fixed capital formation. The abolishing of value added tax exemption on the investments in roads in 2013 contributed to an increase in investment.

Oil sector increased in 2013
The purchases made by general government units amounted to some NOK 80 billion in 2013. This is NOK 7 billion, or 10 per cent more compared to the previous year. The purchases made by the local government enterprises were reduced by some NOK 1.5 billion to NOK 5 billion in 2013. Following the decrease in purchases in the oil sector from 2011 to 2012, 2013 saw an increase to almost the same level as in 2011.

Public purchasing covers expenditure on goods and services and on gross fixed capital formation in central and local government, and similar purchases undertaken by central government and municipal quasi corporations. Purchases made by the public corporations are excluded in the statistics.

Statistics Norway has applied a new standard and revised the national account for the public finance. Some of the expenditure figures are revised as far back as 1995. Among the most important changes are that all larger military purchases are now regarded as gross fixed capital formation and not as purchases of goods and services.
