Almost NOK 400 billion in public purchasing

Public purchases of goods and services amounted to about NOK 380 billion in 2008. This is an increase of about NOK 37.7 billion, or 11 per cent, compared to 2007. Public purchases amounted to 15 per cent of the gross domestic product.

The general government public purchase increased by NOK 20 billion, while the public unincorporated enterprises purchase increased by about NOK 17 billion compared to the previous year.

The general government proportion of all public purchases was little less than 75 per cent of the total of public sector purchases for 2008, while the remaining share constituted purchases made by public unincorporated enterprises. Public purchases constituted about 14.9 per cent of the Gross National Product for 2008.

On the increase

The purchases made by general government units amounted to NOK 284 billion in 2008. This is about NOK 20.4 billion, or a 7.8 per cent increase, compared to the previous year. There was an increase both in the central government and the local government public purchases. The central government purchases increased by NOK 9.7 billion, while the municipalities and the county municipalities purchases increased by NOK 10.8 billion and NOK 1.3 billion respectively.

Oil sector, the major increase

Total purchases made by public unincorporated enterprises amounted to NOK 96 billion in 2008; an increase of NOK 17.3 billion, or 22 per cent, compared to 2007. The oil sector contributed about NOK 15 billion for the increase. The purchases made by the central government unincorporated enterprises excluding oil sector decreased by some NOK 1 billion. The municipal and the county municipal quasi corporations total purchase increased by some NOK 3.3 billion to NOK 16.5 billion in 2008.

What is public purchasing?

Public purchasing covers expenditure on goods and services and on gross fixed capital formation in central and local government, and similar purchases undertaken by central government and municipal quasi corporations. The figures for 2007 and 2008 are preliminary.
