Reduced local government deficit

Preliminary figures for local government show a deficit between NOK 16 and 17 billion in 2011. This is substantially less than the previous three years.

Total revenue is estimated at almost NOK 384 billion, representing a growth of about 7 per cent compared to 2010. Tax income has declined by about 2 per cent, which stems from recent changes in the income system for municipalities. The changes involve a lower tax rate at municipality level and higher current transfers from the central government, which have risen by almost 14 per cent.

Modest growth in local government expenditure

Total expenditure, the sum of expense and net acquisition of non-financial assets, grew by approximately 4.5 per cent, and totalled NOK 401 billion in 2011. Wages and salaries represent more than one half of total expenditure and are estimated at NOK 207 billion in 2011 - a growth of around 6 per cent.

The preliminary figures also suggest a modest increase in the use of goods and services, and a slight decrease in social benefits in cash. Local government fixed capital formation has grown at a high rate in recent years, but in 2011 this growth stopped, with a small decline taking place instead.

Data sources and uncertainty

The statistics are based on preliminary accounts for municipalities and county authorities. Considerable uncertainty is connected with some of the figures, for instance capital expenditure, property income and property expenditure. According to experiences from previous years, the figures may be revised when final figures are available. The 2010 figures must therefore be used with caution.
