Decline in tax incomes

In the period January-April 2010, total tax income amounted to NOK 238 billion. This is a decline of more than 12 per cent or NOK 33.3 billion compared to the same period last year. The decrease is due mainly to a reduction in oil taxes of 35 per cent.

Paid and distributed taxes by county. Change in per cent, January-April 2008 to 2009 and 2009 to 2010

The non-personal taxpaying arrangement, excluding the continental shelf, shows a decrease of NOK 4.8 billion, or about 10 per cent.

Payments from advance tax arrangements have also shown a decrease - about 2.5 per cent - representing NOK 3.8 billion. This figure is influenced by a change in relation to due but not assessed tax, which could previously be paid on 30 April, but the date has now changed to 31 May. About NOK 6.5 billion of last year’s payments would have been paid during May if this year’s deadlines had been made effective last year. This means that there was a slight increase in payments regarding all the other advance tax arrangements; NOK 2.7 billion.

The total of these gives a total decrease of about 4.5 per cent from the first four months of 2009 to the same period in 2010. If the aforementioned change in relation to advance tax arrangements is taken into account, the reduction is merely 1.1 per cent.

NOK 42.3 billion to municipalities and county municipalities

Total tax paid to municipalities in the four month period amounted to NOK 35.4 billion. This is a decrease of 1.3 per cent or NOK 0.5 billion from 2009. Tax payments to county municipalities decreased by almost 3 per cent to NOK 6.9 billion.
