Decrease in total tax payments

Total taxes paid amount to NOK 625 billion at the end of September 2016, which equals a decline of NOK 28 billion, or 4.2 per cent from last year.

The decline in taxes received this year is generally explained by reductions in taxes on petroleum extraction. So far this year these remain at about half of last year’s receipt, at a total of NOK 43 billion compared to NOK 87 billion in 2015. Furthermore, taxes paid to central government have been reduced through a decline in the tax equalization contributions, from NOK 172 billion to NOK 161 billion in the first three quarters of the year. 

Continued increase in payments through the advance taxpaying arrangement

So far this year payments made through the advance taxpaying arrangement total NOK 523 billion, equal to an increase of NOK 17 billion compared to the same period one year ago. In the same period, payments made through the non-personal taxpaying arrangement have declined by NOK 703 million from NOK 59.7 billion. 

Increased payments to local government

Local government has so far this year received NOK 144 billion in tax payments. This amounts to an increase of NOK 10.5 billion, or 7.9 per cent, compared to the same period last year. Accumulated payments to central government total NOK 194 billion, which is about the same as the amount received in the first nine months of 2015. Compared to last year, payments to the National Insurance Scheme have increased by NOK 6 billion to NOK 243 billion.

Changes in the tax systemOpen and readClose

From 2016, changes in the tax system alter the distribution between ordinary taxes and tax equalization contributions to the central government. Lower rates on ordinary income reduce the equalization tax, while a new system for surtax from personal taxpayers increases the ordinary tax to the central government.
