Decreased expenditures

In the first quarter 2003, the Central government fiscal account including the National Insurance Scheme, shows a decrease in total expenditures of approximately NOK 11 billion. In the first quarter 2003 government expenditures amounted to NOK 147 billion, compared with NOK 158 billion first quarter 2002.

The decline in expenditures can mainly be explained by the change in ownership of public hospitals from local to central governments 1 January 2002. Consequently, the local governments were repaid for their accumulated debt connected to the hospital operations.

Together with a modest decline in government revenues, the expenditure decrease led to an increase in government surplus before net transfer to the petroleum fund of NOK 9 billion.
