Increased government expenditures

In the first quarter 2004, the Central government fiscal account including the National Insurance Scheme shows total expenditures of NOK 160 billion. This is an increase of 8.9 per cent compared with the first quarter 2003, when total expenditures amounted to NOK 147 billion.

Increased transfers to the National Insurance Scheme and to other state accounts can partly explain the rise in expenditures.

The Central government fiscal account for the first quarter 2004 shows an increase in revenues of 1.9 per cent from first quarter 2003. Total revenues amounted to NOK 129 billion in the first quarter 2004 compared with NOK 127 billion the first quarter last year.

In all, the increases in expenditures and revenues led to a decline in the surplus before net transfer to the Government Petroleum Fund of NOK 11 billion. Consequently the fiscal account shows a deficit before net transfers to the Government Petroleum Fund of NOK 31 billion in the first quarter 2004.
