Increase in government revenues
In the second quarter 2005, the central government fiscal account shows total revenues of NOK 286 billion. This corresponds to a 16.7 per cent increase from the same period last year, when revenues totalled NOK 245 billion.
The growth in government income is mainly due to an increase in the operating surplus from petroleum extraction. Increased tax revenues and other transfers also contribute to the increase.
Moderate increase in expenditures
Central government expenditures amounted to NOK 167 billion in the second quarter of 2005. This is a 5 per cent increase compared with the second quarter of 2004, when expenditures amounted to NOK 159 billion. The expenditure for the National Insurance Scheme totalled to NOK 59 billion in the second quarter of 2005. This correspond to an increase of 2 per cent compared to the second quarter last year, and was mainly due to increased payments to old age and invalidity pensions as well as expenditure for health affairs. On the other hand, there was a decrease in expenditure for sickness allowances.
The central government surplus before transfers to the petroleum fund amounted to NOK 118 billion in the first quarter of 2005, compared with a surplus of NOK 85 billion in the second quarter of 2004.
