Growth in government income and expenditure

In the third quarter 2005, the Central government fiscal account including the National Insurance Scheme shows a total income of NOK 130 billion. This is an increase of NOK 12 billion, or 10.2 per cent, compared with the same period last year. The total expenditures increased by 11.5 per cent compared with the third quarter last year - from NOK 142 billion to NOK 158 billion.

The raise in government income is mainly due to increased operating surplus from extraction of petroleum. This surplus rose by 35 per cent, from NOK 18.7 billion to NOK 25.2 billion. Tax income also contributes, and the increase is 6.2 per cent from the same period in 2004.

The raise in government expenditures is primarily due to increased transfers. The transfers increased from NOK 112.9 billion to 127.5 billion from the third quarter last year. The programme category with the highest increase is health affairs excluding National Insurance Scheme.

Seen as one, the increase in income and expenditure make a deficit before net transfers to the government petroleum fund of NOK 28.6 billion.
