Increased revenue and expenditure in approved budget

In the approved central government budget for 2009, total revenue and total expenditure amount to NOK 1194.7 billion and NOK 848.5 billion respectively. Compared to the approved budget for 2008, this represents an increase in revenue of 15.2 per cent, while expenditure has increased by 10 per cent.

The estimated rise in revenue is mainly due to a rise in tax revenue of NOK 102.7 billion or 16 per cent. The growth in total expenditure is a result of an overall increase in government expenditure, especially with regards to transfers to municipalities and county municipalities and with regards to transfers to the National insurance scheme.

The surplus before net transfers to the Government pension fund - global is estimated to NOK 346.2 billion in 2009. This corresponds to an increase of 30.5 per cent compared to the approved budget for 2008.

The operating surplus from extraction of petroleum is estimated to NOK 126.1 billion, an increase of NOK 21.3 billion or 20.3 per cent compared to approved budget 2008. In relation to the 2009 budget proposal, presented in October 2008, this is a downward adjustment by NOK 12.3 billion.

Statistics Norway has updated the tables for central government revenue and expenditure by main items and expenditure by programme. The tables now contain the approved budget for 2009, the approved budget for 2008, and accounting figures for previous years. Statistics Norway has not yet received the revised budget for 2008.
