Lower revenue in central government

The central government fiscal account for the first quarter of 2010 showed a deficit of NOK 12 billion, while the figures for the same period in 2009 showed a surplus of NOK 10 billion. The main reason for the deficit is lower revenue so far in 2010.

Total revenue in the first quarter of 2010 amounted to NOK 212.7 billion. This is a decrease of NOK 18.3 billion or 7.9 per cent compared to the same period last year. Reduced revenue from petroleum, which includes taxes on production and operating surplus from the extraction of petroleum, is the main reason for the lower revenue.

Central government’s total expenditure increased by NOK 3.6 billion or 1.6 per cent to NOK 225 billion. Increased transfers through the National insurance scheme by NOK 5.7 billion, or 8.4 per cent, constitute the largest increase in expenditure. Gross fixed capital formations were reduced by NOK 3 billion, and reduced gross fixed capital formations in the petroleum activity constitute most of this reduction.
