Reduced government surplus
The central government’s fiscal account, including the National Insurance Scheme, showed a surplus of NOK 54 billion in the first quarter of 2013. This was NOK 13 billion less than in the first quarter of 2012.

Revenue totalled NOK 325 billion in the first quarter of 2013, an increase of 0.1 per cent from the first quarter of 2012. NOK 278 billion of the total revenue was paid as transfers to the central government. Taxes account for more than half of the transfers in the first quarter with a sum of NOK 186 billion. Other significant transfers are contributions to the National Insurance Scheme (NIS). In the first quarter, NOK 33 billion was paid in member contributions and NOK 52 billion in employer contributions to the NIS. In addition to transfers, total income from extraction of petroleum was NOK 41 billion and sales revenue was NOK 5 billion.
Total expenditure was NOK 271 billion in the first quarter of this year, an increase of NOK 13 billion from the corresponding period of 2012. Transfers also accounted for most of the expenditure with a total sum of NOK 224 billion, an increase of NOK 10 billion from the first quarter of 2012. Of this sum, NOK 86 billion was paid in pensions and benefits through the NIS, NOK 51 billion was transferred to counties and municipalities and NOK 16 billion was transferred to other state accounts. Other expenses included gross fixed capital formation of NOK 12 billion and operating expenses of NOK 35 billion. Wages and salaries account for NOK 18 billion and purchase of goods and services account for NOK 11 billon of the operating expenses.
The quarterly figures are subject to random fluctuations, and must be interpreted with caution.
