Decline in OECD development aid
Preliminary figures from the OECD show that official development assistance (ODA) from OECD countries decreased by 4.5 per cent from 2005, corrected for price and exchange rate movements. For the OECD as a whole, this represents 0.31 per cent of the member countries' total gross national income (GNI).
Preliminary figures from the OECD show that official development assistance (ODA) from OECD countries in 2006 amounted to USD 104.4 billion, or 0.31 per cent of the member countries’ combined gross national income (GNI).
The level of development aid is usually measured as a percentage of GNI and is often used to compare countries’ expenditure on foreign aid. In 1970, the UN resolved that development aid should account for 0.7 of GNI. Norway, Sweden and Denmark achieved this goal relatively quickly in the 1970s. In 2006, only the Scandinavian countries, the Netherlands and Luxembourg met the goal.
0.31 per cent of GNI
For the OECD as a whole, the percentage of GNI was 0.31 in 2006, compared with 0.33 per cent in 2005. Measured in US dollar, the decrease in development aid was 2.7 billion. The decrease was 4.5 per cent in real terms, corrected for price and exchange rate movements.
Debt relief grants more than tripled from 2004 to 2005, and amounted to USD 22.7 billion in 2005. In 2006, debt relief amounted to USD 18.9 billion. Without debt relief grants the development aid from the OECD decreased by 0.8 per cent from 2005 to 2006 in real terms, corrected for price and exchange rate movements.
US largest contributor
With USD 23.5 billion, the US was the largest contributor of all OECD countries in 2006, as in the previous five years. Japan was the largest contributor in the eight years before that. The US reduced its development aid by 18.2 per cent in real terms in 2006. US expenditure on development aid was 0.18 per cent of GNI in 2006.
Norway contributed 0.87 per cent of GNI
Norway’s development aid was 0.87 per cent of GNI in 2006, while the percentage in 2005 was 0.94. The expenditure on development aid increased by USD 0.2 billion to 3.0 billion in 2006. However, in real terms, corrected for price and exchange rate movements, this was a slight decrease of 1.9 per cent.
