More children in national foster homes
From 2011 to 2012, the number of children in national foster homes increased by almost 13 per cent. During this period, the total number of children in the National Child Welfare Services increased by 6 per cent, reaching a total of 6 200 children at the end of 2012.

Approximately 4 100 children lived in national foster homes at the end of 2012; a growth of 13 per cent from the previous year. In just 5 years, from 2007 to 2012, the number of children in national foster homes has increased by more than 75 per cent, from more than 2 300 to 4 100 children. By the end of 2012, a total of 6 200 children received measures from the National Child Welfare Service, of these almost 67 per cent received the measure foster home, 20 per cent were in institutions and almost 14 per cent received assistance while living at home.
Decrease in children in institutions
More than 1 200 children lived in child welfare institutions at the end of 2012, which is a 24 per cent decrease since 2004. During these eight years, from 2004 to 2012, the child welfare institutions’ share of children in the National Child Welfare Services has decreased from 37 per cent in 2004 to 20 per cent in 2012. Because of changes in the registration of the child welfare institutions in 2011, comparisons of 2011 and 2012 figures should be done with caution.
Private companies own a large share of child welfare institutions
In 2012, the total number of bed-days in the National Child Welfare Services was almost 1.1 million. Almost 43 per cent of these were in foster homes, approximately 41 per cent were in child welfare institutions and more than 16 per cent related to assistance while living at home. Foster homes and child welfare institutions run by private companies account for 40 per cent of the bed-days for these two measures, and for child welfare institutions alone the share is more than 50 per cent.
Decrease in contracted man-years
In 2012, there were approximately 4 400 contracted man-years (excluding long-term leave) in the National Child Welfare Services; a decrease of 5 per cent or almost 250 man-years from 2011. The largest decrease was registered in Region North with 14 per cent.
National Child Welfare Service cost NOK 6.1 billion
The total expenditure on the National Child Welfare Service was more than NOK 6.1 billion in 2012. This is an increase of approximately 4 per cent, or NOK 254 million from 2011. The average bed-day price was approximately NOK 5 100 in 2012; an increase of almost 2 per cent compared to the previous year. In the same period, the total expenditure on salaries saw a rise of approximately 3.5 per cent, totalling more than NOK 3 billion in 2012.
