Dismissed: There might be different reasons why civil disputes are dismissed. For instance, the case will be dismissed when the complainant does not appear without acceptance.
Reconciled: Reconciliation between parts, which is as committing as a judgment.
Referred to the court: When the civil dispute is of such a kind that for instance mediation at a conciliation board is to be undertaken, the mediation is in vain, or the complainant does not appear, the case may be referred to the court.
Jugdment by default: One of the parts in a dispute get a judgment for non-appearance or for not replying in time.
Not replied: The defendant does not reply on the complainants statement.
Not appeared: The defendant does not appear at the conciliation board.
Other judgments:
Statement accepted: A judgment is made after the defendant accepted the complainants statement.
Mediation in vain: A judgment can be made if one of the parts demand so, when mediation is in vain.

Standard classifications

When grouping on county the standard "fylke" approved for use in Statistics Norway is used. Corresponding, when grouping on municipality the standard for "kommune" approved for use in Statistics Norway is used.

The statistics is published by national level, and by county. The statistics can also be compiled at the municipality level on demand.

Annual statistics, until the year 2004. The statistics has been out of production since then.
The statistics were normally published within third quarter of the year after the statistical year.

Background and purpose
-
The statistics present civil disputes dealt with by the conciliation boards during a year. The statistics also makes it possible to follow changes over time.
Until 1989 the statistics on disputes dealt with by the conciliation boards were a part of the civil judicial statistics, which in addition covered statistics on the disputes disposed by the courts, on bankruptcy, compounds and forced sales. The civil judicial statistics was, with the exception of statistics on disputes dealt with by the conciliation boards, closed down in 1989.
The statistics has been prepared about the same way since 1886. In 2002 the reports of disputes dealt with by the conciliation boards were incorporated in KOSTRA -Municipality-State-Reporting.

Every year summary forms from all conciliation boards are collected. These forms give information on number of settled civil disputes dealt with by the conciliation boards during the statistical year, and the decisions made. Each municipality has a conciliation board.

The conciliation boards in every municipality.
On Svalbard, conciliation board was established in May 2002, and Svalbard is from this year included in the statistics.

Collection of data, editing and estimations

Up till 2001 included, the summaries were collected through forms sent to conciliation boards in each municipality, for completing after the lapse of the year, and returned to Statistics Norway by post or telefax. From 2002 included, the same information is reported on electronic forms via KOSTRA.
Up to 2001 there was a manual revision of the forms, and the conciliation boards were contacted when information was wrong or diverged strongly from last years information. There were further controls in programs for compiling the statistics.
From 2002 included, the electronic forms include automatic controls when filling in the form. In addition, a revision system with error controls has been used. Though, still in some cases the conciliation board has to be contacted for further information.

Numbers will normally not be published, when few units in one cell in the tables entails a risk of identification.

Comparability over time and space

The figures are comparable over time, but amendments of Acts and other changes may influence comparability. The civil disputes will be dispersed by county, using the standard for 'county' in force in the statistical year.

Sources of error and uncertainty

Errors and uncertainties found by manual controls and control programs will be listed. Thereafter, the conciliation boards will be contacted for correct or supplementary information.
Each year a small number of forms from some conciliation boards are missing. In such cases the information from the previous year is used, with an attention made to this when publishing the statistics.
Errors made by the municipalities, not measurable for Statistics Norway when the summary forms are reported.
