More participants independent of public support after completed programme

Data from the qualification programme (KVP) for 2011 show that after completing the programme, 28 per cent of participants were no longer dependent on public support. The corresponding figures for 2009 and 2010 were 14 and 20 per cent respectively.

In 2011, slightly more than half of the participants had social assistance as their major source of income before entering the programme, while another 11 per cent received social assistance as a supplement to other income. This is on a par with the figures for 2010.

As for dependency on social assistance during the programme, the proportion of participants heavily dependent on social assistance was reduced from 1 out of 6 to 1 out of 10.

Of those who finished the programme in 2011, 27 per cent were dependent on social assistance as the main source of income afterwards, somewhat more than the previous year. Dependency on pensions after the programme, however, was down, making the net effect a reduced dependency on public support.

More in ordinary work after programme

Twenty-four per cent of participants completing their programme went on to ordinary work in 2011, up from 21 per cent the year before. The proportion leaving for different employment measures was also up. These figures are in line with the decreased dependency on public support noted above.

With regard to the content of the programme, the most common activity was work placements. Forty-four per cent participated in such placements in 2011. The second most important activity was employment measures (29 per cent).

As of 31 December 2011, only 5 per cent of the KVP participants had interrupted their programme through absence that year. This is a slightly lower level of interruption than in 2010.

Nationally, one out of four participants were under the age of 25. As was the case the year before, the county of Møre og Romsdal had the highest proportion of young participants (37 per cent), while in the capital city of Oslo the share of young participants was still much lower than in the other counties, at only 6 per cent.

About the publication

A total of 403 municipalities reported participants on the KVP to Statistics Norway for 2011. Eighteen municipalities had no participants, while 10 others had participants but did not report. We have excluded another 9 municipalities from some of the tables due to errors. In the end, our data are based on 11 313 participants out of the 12 554 reported to the local employment authorities.

Data are published at county level and according to size of municipality.
