Increase in resources to maintenance
Government operating expenses related to maintenance of infrastructure came to almost NOK 3.3 billion in 2009; an increase from 2008 of almost NOK 1.1 billion, or 49 per cent.
Almost NOK 1.5 billion was related to the maintenance and upgrading of the railway line in 2009. This was an increase of NOK 600 million compared to 2008. Signalling/interlockings and electrification were other major items for maintenance, with about NOK 300 million each in 2009.
Slower growth in investments
The yearly increase in government investments in the rail network came to NOK 400 million on average for 2005-2008. The investments constituted NOK 3.2 billion in 2009; an increase from 2008 of NOK 76 million.
16 per cent increase in assets
Government assets in the public-owned rail network showed an accounting value of NOK 33.7 billion in 2009, which was an increase of NOK 4 billion, or almost 16 per cent, compared to the previous year. However, the Norwegian National Rail Administration has performed a more complete estimation of their assets. The considerable increase in assets in both 2008 and 2009 compared to previous years must be viewed against this background.
106 more crossings with barriers, lights and klaxons
About 3 550 level crossings were registered in 2009; an insignificant decrease from 2008. The number of crossings with barriers, lights and klaxons increased from 375 in 2008 to 481 in 2009. The share of such crossings displayed the following increases in recent years: 9.3 per cent in 2007, 10.2 per cent in 2008 and 13.2 per cent in 2009. This is a planned development and in accordance with the government’s intentions.
Less trains in accordance with schedule
The statistics show a fall in punctuality from 2005 to 2008 for all types of train. None of the types show any improvement in punctuality in 2009, not even the Flytoget (airport express). Although the Flytoget had a decrease in punctuality by 2 percentage points compared to 2008 it still had the highest punctuality in 2009, with 94 per cent.
Few people are hurt but many animals suffer
Railway transport is a secure mode of transport. One person was killed in connection with such accidents in 2008 and three 2009 (Corrected 01.11.2010). Nearly 1 800 animals were hit and killed by a train in 2009, which is about 100 less than in 2007 and 2008, but considerably more compared to 2005 and 2006.

This company was subsequently split in two: the administrative body Norwegian National Rail Administration and the public-owned company Norwegian State Railways plc (which changed to a private limited company in July 2002). Norwegian National Rail Administration is responsible for administrating the railway infrastructure, the operational management of trains and assigning routes. The enterprise was included in StatRes in 2008. AllocationsThe activity of the Norwegian National Rail Administration is entirely based on governmental allocations. Periodical annual accountsIn addition to keeping the normal cash flow accounting, the Norwegian National Rail Administration also delivers periodic annual accounts for public enterprises. The Norwegian National Rail Administration has kept such accounts since 2005 based on the standards developed for these types of accounts. The figures referred to in this article are in accordance with the periodical annual accounts. In cash flow accounting, the expenditures and earnings are reported on the settlement date, while in periodic accounts the expenditures are charged when they are incurred and the revenues when they are earned. |
