Percentage of gross operating expenditure for housing with staff of total gross operating expenditure for home services

The indicator indicates the proportion of gross operating expenses (GOE) for home care that is spent on staffed housing. This includes co-located care homes and residential communities with on-site staff. There is no requirement that staffing be present 24/7. In addition to the municipality's own housing, housing units purchased from private enterprises or other municipalities are also included. The housing provision applies regardless of target groups, i.e. housing for e.g. the elderly, people with developmental disabilities, functional impairments, mental illnesses or substance abuse problems are included. Not included: Institutional housing. Nursing homes, children's homes and night respite services in institutions are considered institutions. Night respite services for children and young people, in residential communities/co-located care homes, as this is also considered an institution and should be recorded on f253. Care homes without a staff base are not included. Expenditures related to home services from a personnel base established for a single user are not considered staffed housing.
