Kindergarten fees remain stable

Norwegian kindergarten fees increased by 0.2 per cent from January to August 2007, a lot less than in the last period. Private kindergartens increased their fees by 0.8 per cent while public kindergartens only had a marginal decline

Private kindergarten fees increased by 0.8 per cent. The increase in public kindergarten fees can among other be explained by the fact that some postponed the adjustment up to the maximum price in January 2007, until August. Some private kindergartens have also got exemptions from the rule of maximum price, due to high costs which is not covered by the local council.

Public kindergartens fees had a slight decrease by 0.2 per cent. The greatest decrease was in Agder and Rogaland, where fees fell by 1.6 per cent. Several local councils use the base amount in the national insurance system, when deciding their income bases according to fees. The base amount was adjusted up in May 2007. This has led to the fact that some income groups pay less now than in January and with that the fees decreased overall in August. In the other end, the fees in northern Norway has increased by 1per cent. There were only marginal changes in household payments for the rest of the country.

Survey changes

As of January 2007, certain changes were made in the household payment survey for kindergartens. The survey is no longer based on a sample among Norwegian municipalities, but is based on all municipalities in Norway. Data from the municipalities are collected via KOSTRA . In the January 2007 survey, kindergarten fees and changes in kindergarten fees are based on information from the 109 municipalities from the survey sample. Results on the structure of the payment systems are based on information from all municipalities. Data from private kindergartens are still based on a sample of private kindergartens. In contrast to previous surveys, price reduction fees in private kindergartens are also included in the survey.
