Rise in kindergarten fees

Fees in public and private kindergartens in Norway rose by 3.0 per cent in total from January 2013 to January 2014. The rise follows the Norwegian Parliament’s decision to increase the maximum fee in 2014.

Households’ payments to public kindergartens have shown an increase of 3.3 per cent in the last twelve months. Fees in private kindergartens went up 2.6 per cent. Fifty-three per cent of all children with day care places attend a publicly-provided kindergarten.

In Agder/Rogaland the public kindergarten fees went up by 4.8 per cent from the last measurement in January 2014, while the prices in Western Norway together with the region of Oslo and Akershus have both risen 3.5 per cent in the last twelve months. In the region of Trøndelag, the public kindergarten fee increased by 2.8 per cent from January last year to January this year, while the public kindergarten fees in the region Hedmark/Oppland and South Eastern Norway rose by 2.7 and 2.6 per cent respectively. Northern Norway showed a total increase in kindergarten fees of 1.9 per cent.

In addition to an increase in the maximum fee set by the Norwegian Parliament, the overall change must be seen in relation to higher rates for additional food payments and payments for extra curricular activities.

The maximum fee for a full-time place in a kindergarten is set by the Norwegian Parliament. In 2014, this was increased to an annual fee of NOK 26 455; NOK 2 405 per month. This is the first time the ceiling has changed since 2007 when it was set at NOK 2 330.
