Travel agency business increased in most counties from 1993 to 1994. Some counties had significant increases, including smaller "travel agency counties" like Vestfold in Eastern Norway and Sogn og Fjordane in Western Norway. On the other hand, sales declined in Oslo, Akershus (Greater Oslo), Rogaland in Southwestern Norway and Finnmark in North Norway. Trade fell off 13.5 per cent in Oslo.

Tour operators had a total turnover in 1994 of NOK 3.36 billion, an increase of 2.6 per cent from the year before. Employment totalled 960 persons in 1994. This was a decline of 19 per cent compared to 1993. Fewer and larger businesses
The number of travel agency businesses dropped from 347 in 1993 to 332 in 1994. Among tour operators, the number of businesses declined from 158 to 149. Increased sales caused the size of the businesses to increase on average. The average volume of travel agencies rose from NOK 12.1 million in 1993 to NOK 13 million in 1994. Tour operators increased during the same period from NOK 20.7 million to NOK 22.5 million. The exception to this growth was the tourist offices, whose average volume remained virtually unchanged.
