Background

Background and purpose

The purpose of the register-based statistics on employment in municipalities and county-municipalities is to provide information on the structure and development of employment among employees in these sectors. The statistics was first published through the KOSTRA-project (Municipality-State-reporting) in 2007 with figures from 2005 and 2006.

Important users are local, regional and central public sector as well as organisations.

Coherence with other statistics

Statistics Norway also publishes figures on total employment within the municipalities and counties in the Quarterly national accounts. The figures on employed persons are higher than in the Quarterly national accounts due to the fact that the latter only includes the main occupation of each person while the figures in register-based statistics also include all second jobs.

The figures of contracted man-years also are higher than Quarterly National Accounts

Production

Population

The population is all persons employed within the municipalities and county authorities. Foreigners with a short term employment are also included. The observational units are individuals (persons), but the statistics cover all employment per person. The total figures include all employment in activities/units covered by the accounts for municipalities and county municipalities.

The division between municipality - municipality cooperation and county-municipality and county-municipality cooperation is that activities under the municipal treasurer's department are classified under the term municipality/county-municipality.

Data sources and sampling

The information is based on several registers. The main sources for health care education are the Register for Health Care Personnel, administered by the Directorate of Health and the National education database (NUDB), managed by Statistics Norway. The Central Register of Employees is the main source for data on employees. In addition information is gathered through several other registers, among them the End of the year certificate register and the register of General Practitioners. The Central Register of Establishments and Enterprises provides information about industry, sector and municipality of the workplaces.

From 2015 The Central Register of Employees is replaced by a new joint data source, A-ordningen.

Collection of data, editing and estimations

Register of Health Care Personnel, administered by the Directorate of Health: This register gives an overview of all health care personnel licensed to practise their profession. Statistics Norway receives status per November for all personnel with a licence to practise. The register covers educations for which state authorization is required, and hence does not give information about health care educations in general. Non-applicants with a health care education are not included in this register. The register may also include people who have been granted a Norwegian licence, but who have not practised their profession in Norway.

The National education database (NUDB): The National Education Database (NUDB) was created in 2002 and contains individually based education statistics dating back to 1970. Each year the database is updated with records of current students and completed educations for the previous academic year. This register is used as a supplement to the Register of Health Care Personnel.

The Register of Employees: Statistics Norway receives data from the employee register from the National Insurance Administration on a weekly basis. This data source was replaced by A-ordningen in 2015. 

The End of the Year Certificate register: Concerning information from the Directorate of Taxes' End of the Year Certificate Register, a preliminary version in March is used as data source. This data source was replaced by A-ordningen in 2015

The Central Register of Establishments and Enterprises : Variables concerning enterprises, such as the municipal location of workplace and industry are collected through the Central Register of Establishments and Enterprises, managed by Statistics Norway.

For the three most central registers concerning the production of statistics follow this procedure. Statistics Norway controls that all enterprises with more than one establishment have separate numbers for each unit and that employees are registered with the establishment where they actually work.

Contracted man-years are estimated by converting contracted working hours per week into full-time equivalents. The contracted working hours in mid-November are assumed to be representative for the whole year.

Comparability over time and space

The transition to the National database for education (NUDB) as source of information on education gave an increase in the number of persons with a completed health care education, particularly educations where a state authorization is not required for working, such as social workers and child welfare officers.
