Small increase in municipal and county employment
Excluding the municipality of Oslo, the number employed in municipal and county activities increased by 0.5 per cent between the 4th quarter of 2011 and the 4th quarter of 2012. Measured in man-years, this amounts to an increase of 1.2 per cent.

The municipality of Oslo has experienced problems in notifying the Central Register of Employees when new employees start and old employees leave their jobs. The Central Register of Employees is the most important data source for these statistics. The total number of employed persons in the municipal sector is estimated in the 4th quarter of 2012 to be between 2 500 to 3 500 persons too low. As a consequence of this situation, tables that do not include the municipality of Oslo are published in addition to the regular country-wide tables. When data concerning the municipality of Oslo is updated, country-wide tables will be updated. This is likely to happen this autumn.
Figures in this article apply to the whole country, excluding Oslo municipality.
Changes in municipality administration
The number of employed persons in the county authorities, excluding Oslo municipality, increased by 2 400, which amounts to an increase of 0.5 per cent. The number of man-years increased by 4 300 contracted man-years, which amounts to an increase of 1.2 per cent.
2 400 more man-years in municipal health and social services
When adding outsourced health and social services, the number of contracted man-years in these services rose by 2 per cent from the 4th quarter of 2011 to the 4th quarter of 2012, which amounts to an increase of 2 400 man-years. Private services amounted to 5 per cent of all man-years in health and social services.
Seventy-one per cent of all man-years in municipal health and social services were carried out by personnel with a health care education. The number of man-years in service occupations and administration within health and social services has been stable for several years.
Stable situation in county authorities
The number of contracted man-years in counties shows a small increase of 0.8 per cent from the 4th quarter of 2011 to the 4th quarter of 2012. The number of employed persons shows a small decrease of 140 in this period, which corresponds to a decrease of 0.3 per cent.
Upper secondary education amounts to a total of 81 per cent of the contracted man-years in the counties. The number of contracted man-years in upper secondary education increased by 0.6 per cent last year.
