Growth in municipal activities
More than 466 000 persons were employed in municipal activities in 2013. Compared to 2012, this is an increase of 1.2 per cent. A total of 361 000 man-years were performed in the municipalities in 2013.

Municipal health and social services employed 43 per cent of all employees in the municipalities, or a total of 155 500 man-years. These services had a 1.7 per cent increase of almost 2 700 man-years compared to 2012. Other municipal activities only had minor changes in man-years.
9 800 FTEs in inter-municipal companies and municipal enterprises
In certain fields, the municipalities organise their activity in inter-municipal companies or enterprises. The man-years in such companies are not included in the figures presented above. A total of 9 800 man-years are connected to these companies in 2013. Most commonly we find such companies in water supply, sewerage and waste management, and fire protection.
Increased number of man-years with a health care education
Almost 71 per cent of the man-years in nursing and care services were carried out by personnel with a health care education. The percentage of personnel with a health care education has increased from 68.3 to 70.9 since 2009.
The figures for nursing and care services also include private enterprises contracted by the municipalities. The growth in contracted man-years in nursing and care services as a total was 1.2 per cent, or 1 500 contracted man-years, compared to 2012. The man-years in private services amount to 7.0 per cent of the man-years in nursing and care services in total.
Stable situation in county authorities
The number of man-years in the county authorities rose by 0.4 per cent compared to 2012. The number of employed persons rose by 330 in the same period; an increase of 0.7 per cent.
Personnel with an upper secondary education make up 81 per cent of the contracted man-years in the counties.
