Definitions of the main concepts and variables

In the statistics, wages and salaries refer only to cash payments from employer to employee for work done. Hence, the statistics do not include payment in kind, insurance or non-taxable expense allowances and the like.

Monthly earnings

Gross monthly earnings. Includes basic salaries, variable additional allowances and bonuses. Overtime pay is not included.

Basic Monthly salary

Basic monthly salary is the actual payment at the time og the census, and is often described as salary on a scale or regular basic wage. Qualification/skills allowances and other regular personal allowansces are included. Wages or salaries can be paid per month or per hours.

Variable additional lallowances

Variable additional allowances are associated with special duties or working hours, and the figure given is a calculated average per month for the period 1 January to the time of the census. Included are allowances such as committee remuneration, weekend and holisusy remuneration and an acting official allowance.

Bonuses

This item includes allowances usually not connected with specific duties and where the payments occur irregularly with respect to the period in which they are earned or to which they apply. Types of payments include commissions, profit sharing, production allowance and gratuities, and are a calculated averange per month for the period from the 4th quarter of the previous year to the time of the census.

Overtime payment

Payment for overtime work covers the sum of cash compensation for work done beyond contractual working hours, which is then compensated with a supplement to the salary according to scale. This type of wage is not included in the total monthly earnings, but when the statistics are released figures are given for overtime compensation.

Full-time

Employees with a job percentage equal to 100 are regarded as full-time employees.

Part-time

Employees with a job percentage under 100 are regarded as part-time employees.

 

 

Standard classifications

Industrial classification.

A key component of the wage statistics is classification by industry in accordance with theStandard Industrial Classification (SN 2007), which is the Norwegian version of the new international standard. More information .

Education classification.

Education levels are obtained from the register of the Population’s Highest Level of Education (BHU). The classification is by the length of education according to the Standard for Educational Classification.

Background

Background and purpose

The purpose of the statistics is to provide an overview of wage level and wage change in the wages of central governments employees. Statistics Norway has published statistics for 1959, 1963, 1967 and annually since 1973.

 

Users and applications

Major users are the Technical Reporting Committee on the Income Settlement, research institutes, employee and employer organiaations, Eurostat and the media. The statistics are used in Statistics Norway’s Labour Accounts.

Coherence with other statistics

Total monthly earnings in statistics are comparable with other wage statistics from 1997 (Cf. section 4.1)

Population

In addition to central goverment public administration and defence (Sextion O in the Standard Industrial Classificnation), the polpulation includes government enterprises, universities and equivalent institutions.

Data sources and sampling

The wage statistics are based on updated data reported to the State Central Register of Government Employees (SST).

Census of central government employees employed in governmental occupations as at 1 October of the census year.

Collection of data, editing and estimations

Statistics Norway collects data from services/institutions in electronic form on the instructions from The Ministry of Labour and Government Administration, Reform and Church Affairs (FAD). Pursuant to Statistics Act Section 3-2 Statistics Norway use the data in the wage statistics for central government employees.

Control and revision of wage statistics take place on several levels, where most of the operations are automated.

Comparability over time and space

The statistics are comparable back to 1973.

The figures for 2005 are based on new definitions for what is required to obtain the diferent levels of education in Norway. The figures for wages by education are therefor not comparable from 2004 and earlier years. More information on Population's level of education .
