Monthly earnings up NOK 1 700

Full-time central government employees, exclusive health service, had average monthly earnings of NOK 27 000 per 1 October 2002. This was NOK 1 700 more than at the same time the previous year, or an increase of 6.6 per cent.

Employees in the armed forces had the highest wage increase from 2001 with NOK 2 500 or 9.9 per cent, followed by the employees in ministries with an increase of NOK 2 100 or 7.4 per cent. In comparison employees in government enterprises had an average wage growth of NOK 1 000 or 4 per cent.

Other civil services

About one third of all full-time central government employees are employed in other civil services. Here, average monthly earnings of all full-time employees were NOK 25 700, an increase of NOK 1 500 or 6.4 per cent from the previous year. Other civil services include the police force, labour market administration, social security administration etc.

In the police force and rural police service average monthly earnings increased by NOK 1 200 or 5 per cent while the employees in the social security administration had an increase of NOK 1 400 or 6.5 per cent. Here employees with executive work positions had average monthly earnings of about NOK 22 200, an increase of NOK 900 or 4.2 per cent. Employees in the labour market administration had monthly earnings of NOK 23 900, an increase of NOK 1 500 or 6.8 per cent from 2001.

Universities and equivalent institutions

Among full-time employees of universities and equivalent institutions, average monthly earnings were NOK 28 400, an increase of NOK 1 500 or 5.8 per cent. Professors had average monthly earnings of about NOK 39 200, an increase of NOK 2 300 or 6.2 per cent. In comparison, scientists had average monthly earnings of about NOK 32 100, an increase of NOK 1 800 or 5.8 per cent from the previous year. Associate and assistant professors had monthly earnings of NOK 32 800 and NOK 31 200, respectively. This was equivalent to an increase of NOK 1 800 or 5.8 per cent and NOK 1 300 or 4.5 per cent.

Other central administration departments

Average monthly earnings of full-time employees in central administration departments, outside ministries, were NOK 28 600. This corresponded to an increase from the previous year of NOK 1 700 or 6.1 per cent. Senior executive officers had monthly earnings of NOK 25 000, an increase of NOK 1 300 or 5.4 per cent. Advisers had monthly earnings of NOK 28 400, an increase of NOK 1 000 or 3.5 per cent.

About the statistical basis

The statistics are based on information from the State Central Register of Government Employees and cover 109 495 full-time employees, who were employed in central government occupations 1 October 2002. The statistics also cover full-time employees paid by the wage scale for senior officials and managers. Norwegian State Railways BA, Postal Administration BA and health services (hospitals) are not included.

The central government wage settlement in the spring of 2002 resulted in:

- From 1 May:

An annual increase of NOK 7 500 for each wage scale grade up to grade 30.

An annual increase of 3.1 per cent from grade 31 to 70.

An annual increase of NOK 14 800 for grade 71 declining to NOK 13 200 for grade 79.

- A further 1.5 per cent was set aside from 1 August 2002 in the central wage adjustment negotiations.

- Effective 1 September 2002, 2.0 per cent was set aside for local negotiations.
