Declining or stable unemployment in most counties
Telemark and Vest-Agder were the only counties with an increase in the number of registered unemployed persons between 2011 and 2012. However, in terms of the unemployment rate, Telemark was the only county with an increase.

On average, 65 682 persons were registered as unemployed in 2012. This corresponds to 2.5 per cent of the labour force, and is 0.2 percentage points less than for 2011. Østfold and Telemark had the highest registered unemployment rate, with 3.3 per cent, while Rogaland and Sogn og Fjordane, both with 1.8 per cent, had the lowest.
Broken down by gender, Telemark had the highest unemployment rate among men, with 3.7 per cent, while Sogn og Fjordane had the lowest, with 2.1 per cent. For women, the corresponding figures were Østfold with 3 per cent and Sogn og Fjordane with 1.6 per cent.
Among the municipalities, Værøy in Nordland had the highest registered unemployment rate, with 8 per cent, while Vik in Sogn og Fjordane and Sandøy in Møre og Romsdal had the lowest, both with 0.7 per cent. It is primarily the smaller municipalities that have the highest or lowest rates of unemployment. Meløy had the highest increase in the share of unemployment, from 2.8 per cent to 5.5 per cent, while Leirfjord had the greatest decline, from 4.2 to 2.4 per cent. Among the larger municipalities, Sarpsborg had the highest registered unemployment rate in 2012, with 3.9 per cent. Kongsberg had the lowest unemployment rate, with 1.3 per cent.

1. NAV’s figures on registered unemployed persons.
2. Statistics Norway’s figures on unemployment based on the Labour Force Survey (LFS). The LFS figures also include unemployed persons who are not registered with NAV, as well as those registered with NAV but who are classified as participants on labour market initiatives. Conversely, some registered unemployed persons are not classified as unemployed in the LFS. Persons on involuntary leave and age groups with long periods of unemployment, who no longer consider themselves active jobseekers.
Additional information
The statistics cover persons registered as unemployed and persons on NAV initiatives in November each year, as from 2015. Figures were previously published every month. NAV publishes monthly figures. Statistics Norway publishes monthly figures for a broader group of unemployed persons through the Labour Force Survey (LFS).
