Decline in unemployment in most counties

All counties, with the exception of Oppland, Telemark and Nordland, experienced a decrease in the registered unemployment rate from 2010 to 2011.

On average, 69 394 persons were registered as unemployed in 2011. This corresponds to 2.7 per cent of the labour force, and is 0.2 percentage points less than for 2010. Østfold had the highest registered unemployment rate, with 3.3 per cent, while Sogn og Fjordane had the lowest at 1.9 per cent.

Broken down by gender, Telemark had then highest unemployment rate among men, with 3.7 per cent, while Sogn og Fjordane had the lowest, with 2.1 per cent. For women, the corresponding figures were Østfold with 3 per cent and Sogn og Fjordane with 1.6 per cent.

Among the municipalities, Værøy in Nordland had the highest registered unemployment rate, with 7.8 per cent, while Bjerkreim and Kvitsøy in Rogaland had the lowest, both with 0.7 per cent. It is primarily the smaller municipalities that have the highest or lowest rates of unemployment. Among the larger municipalities, Sandefjord and Porsgrunn had the highest registered unemployment rate in 2011, both with 3.9 per cent. Kongsberg had the lowest unemployment rate, with 1.7 per cent.

Registered unemployed

The figures for registered unemployed at municipal level are published monthly in the StatBank. The average for the year is summarised in an article published in March each year. The statistics are based on data from NAV and cover persons who are registered as 100% unemployed. Statistics Norway's unemployment figures are published in the Labour Force Survey (LFS) at national level every month.

Two measurements of unemployment

Unemployment is measured in two different ways in Norway: NAV’s figures on registered unemployed persons and Statistics Norway’s figures on unemployment based on the Labour force survey (LFS). Unlike NAV’s figures, the LFS figures also include unemployed persons who are not registered with NAV, as well as those registered with NAV but who are classified as participants on labour market initiatives. Conversely, some registered unemployed persons are not classified as unemployed in the LFS. This particularly applies to older age groups with long periods of unemployment who no longer consider themselves to be active jobseekers. Persons on involuntary leave (of up to 3 months) are also not regarded as unemployed in the LFS, but as employed (temporarily absent). The registered unemployed figure must not therefore be confused with the unemployment figure in Statistics Norway’s Labour force survey.
