Extensive floor space in local government buildings

In 2008, the estimated figures for local government buildings totalled approximately 27.1 million square metres gross area. The municipalities’ buildings floor area was 22.5 million square metres, whereas the county municipalities’ buildings were 4.6 million square metres.

Definition of gross area:

The total floor space of a building, including unusable space, measured from the outside walls.

The local government sector’s 27.1 million square metres correspond to 4.7 square metres per capita. Estimated figures show that the local government sector owned approximately 26 million square metres in 2008, and rented about 1 million square metres from external sources. The gross area for municipality and county municipality consolidated companies is also incorporated into the municipal and county municipal gross area. Municipalities and county municipalities who chose to transfer buildings to municipality and county municipality consolidated companies transferred a total of more than 3 million square metres in 2008.


The local government’s gross area in this article does not include all of the local government’s buildings. The municipalities and county municipalities have reported the floor areas for all the buildings they use. These reports are only based on buildings used for administration, kindergartens, primary and secondary schools, institutional nursing and care premises, community sport centres and cultural buildings. The county municipalities have reported gross areas of their administration and upper secondary school buildings. The gross area that is reported to Statistics Norway includes a large share of the municipalities’ buildings.

School buildings have the most gross area

Of the six building types for which the municipalities have reported the gross area, it is the school buildings that have the most square metres. In 2008, municipality school buildings had 10.5 million square metres; equivalent to 17.61 square metres per pupil attending public sector schools. The institutional nursing and care buildings comprised of 4.9 million square metres and accounted for the second largest gross area in 2008. The municipalities also had 2.5 million square metres of administration buildings, and kindergartens accounted for 1.4 million square metres.

The county municipalities had 4.4 million square metres in school buildings; equivalent to 25.5 square metres per student attending county municipality upper secondary schools. The administration buildings of the county municipalities had approximately 250 000 square metres.

Uncertainties in the figures

Due to the fact that not all municipalities have reported their gross area, the total figures for all the municipalities are therefore based on estimations. The estimated figures for 2008 are based on gross area from 382 out of 430 municipalities.

Method for estimating national key figures

The estimated key figures are estimated based on figures from municipalities that have reported data to KOSTRA (Municipality-State-Reporting) for 2008. The method is based on the assumption that there is a correlation between the variables in the key figures and the number of inhabitants in each municipality. The municipalities are divided into groups according to similarity and this is applied in the model. Next, variables for municipalities that have not reported data to KOSTRA are estimated.
