Approximately 20 square metres per pupil
Local government buildings totalled approximately 28.4 million square metres in gross area in 2011, the same as in 2010. The energy expenditure per square metre in 2011 was NOK 107 compared to NOK 123 in 2010. This is equivalent to a decrease of about 15 per cent.
The local government’s total building space was 28.4 million square metres; equivalent to 5.7 square metres per capita. Of this, the local government owned 26.4 million square metres, whereas about 2 million square metres was rented from external sources. The municipalities utilised 23.7 million square metres, whereas the county municipalities used 4.7 million square metres.
In 2011, the municipalities and county municipalities transferred slightly less than 3.4 million square metres of building space to their consolidated companies. These square metres are incorporated into the gross area for the local government.
Decrease in energy expenditure
The local government’s net operating expenditure for property management per capita was NOK
5 000, compared with NOK 4 800 in 2010. This increase corresponds to about 4 per cent. This could reflect the fact that the municipalities’ prioritised property management in 2009 compared to the previous years. One explanation for this can be the government’s stimulation package, which was reinforced to stimulate employment in the Norwegian economy. A large portion of this went to the local government sector including the maintenance of buildings.
The energy expenditure per square metre for the municipalities was NOK 119 in 2011, compared to NOK 135 in 2010. The reason for this is most likely the extraordinary high electricity rates in 2010. For the county municipalities, the corresponding figures are NOK 95 and NOK 110.
School buildings have the largest gross area
Of the six building types for which the municipalities have reported the gross area, school buildings consist of most square metres. In 2012, the municipality school buildings had 10.8 million square metres; equivalent to 18.1 square metres per pupil attending public schools. The nursing and care institutional buildings comprised of 5.2 million square metres and accounted for the second largest gross area. The municipalities also had 2.4 million square metres in administration buildings, and kindergartens accounted for 1.7 million square metres.
The county municipalities had 4.4 million square metres in school buildings; equivalent to 24 square metres per student attending county municipality upper secondary schools. The administration buildings of the county municipalities had approximately 292 000 square metres.

Uncertainties in the figuresDue to the fact that not all municipalities have reported their gross area, the total figures for all the municipalities are therefore based on estimations. |
Method for estimating national key figuresThe estimated key figures are estimated based on figures from municipalities that have reported data to KOSTRA (Municipality-State-Reporting) for 2008, 2009, 2010 and 2011. The method is based on the assumption that there is a correlation between the variables in the key figures and the number of inhabitants in each municipality. The municipalities are divided into groups according to similarity and this is applied in the model. Next, variables for municipalities that have not reported data to KOSTRA are estimated. |
