No major changes in updated figures

This publication includes updated figures for general government revenues and expenditures for 2008, and final figures for 2007. For 2008, general government surplus, measured by net lending, is adjusted upwards by NOK 1.7 billion to NOK 480 billion.

New estimates for accrued taxes adjust general government revenues upwards, with the most significant contribution coming from corporate and national taxes on individuals' income, which is adjusted upwards by NOK 4.7 billion. The expenditures are also adjusted upwards compared to the previous publication; interest payments and social benefits in kind are amongst the increased expenditures.

Record surplus in general government despite deficit for local government in 2008

General government can be split into central and local government. New estimates, measured in accrued values, show a deficit in local government of NOK 31.6 billion for 2008. The corresponding calculation for central government shows a surplus of NOK 511 billion. For general government in total, this yields a surplus of NOK 480 billion, the highest surplus for General government ever.

Minor changes in 2007

The 2007 figures have previously been revised, and for these figures there are only minor changes. Both general government revenues and expenditures are adjusted upwards by NOK 1.5 million, which yields an unaltered surplus for general government.

As of this release, Statistics Norway will publish general government revenue and expenditure in a new, updated version. The new tables are based on IMF’s Government Finance Statistics Manual 2001 (GFSM 2001). The changes made consist mostly of regrouping of types, and do not include revisions of older data. Compared to previous publications, the new tables show a clearer separation between operating revenue and expense, versus non-financial capital transactions. Also, administrative fees and charges, previously classified as negative expenditure, are now entered as positive revenue. A consequence of this last modification is higher levels of both revenue and expenditure. Further, wages and salaries, and also goods and services, contributing to own account capital formation, are no longer a component of the expenditure function. Finally, financial intermediation services indirectly measured (FISIM) are no longer a part of this publication. Net lending/borrowing is not affected by any of the aforementioned alterations.

 

Tables 1-3 contain revenue and expenditure for general government, as well as for the subsectors central government and local government, measured by accrued values. “Sector for tax collection etc”, a constructed sector including solely differences between book and accrued values, is no longer published. Other tables no longer included are subsectors of central and local government.

 

Tables 4-6 are new detailed tax tables for general, central and local government respectively. These tables provide a specification of taxes for the specified sectors. Expenditure by function is shown in table 7-9. In addition to the accrued tables, local government is also presented in recorded values in table 10.

 

Together with this release, time series from 2002-2008 are published. Statistics Norway will however further lengthen this time series at a later stage.
