Almost 7 per cent growth
Norwegian counties and municipalities’ gross operating expenses for the transport and communication sector increased in total by NOK 1.8 billion to NOK 27.6 billion in 2013. In public transport, the counties’ expenses constituted almost NOK 14 billion.

Norwegian counties’ gross operating expenses for the transport and communication sector increased by NOK 1.2 billion to almost NOK 20.6 billion in 2013; an increase of 6.3 per cent from 2012. Little more than NOK 6.8 billion was used on maintenance of county roads, while NOK 13.8 billion was spent on public transport. Among the modes of public transport, the counties’ spending on transport by bus came to NOK 8.3 billion; an increase of NOK 500 million from 2012.
More hard surfaces and poor hard surfaces
About 10 per cent, or 4 400 kilometres, of the provincial roads were gravel roads in 2013. In 2010, 5 800 kilometres of provincial roads lacked a hard surface. Provincial roads with a poor or very poor surface constituted 45 per cent of all such roads in 2013. This was almost 2 percentage points worse compared to 2012.
NOK 200 more per inhabitant on national average
Measured per inhabitant, the counties' total gross operating expenses in the transport and communication sector were NOK 4 000 on average in 2013. This was an increase from 2012 by 5 per cent. Troms, closely followed by Sogn og Fjordane, had the highest expenses with NOK 8 800 and NOK 8 500 respectively. Vestfold had the lowest expenses with barely NOK 1 900.
More money to the roads in 2013
The municipalities’ total gross operating expenses in the transport and communication sector increased by almost NOK 600 million in 2013, to NOK 7 billion. About 78 per cent of these expenses, or NOK 5.5 billion, was spent on local roads in 2013. This was an increase of almost NOK 500 million or 9.8 per cent from 2012. As a comparison, the municipalities’ corresponding growth from 2010 to 2012 was only 2 per cent. The total gross capital expenditures in the road sector came to NOK 3.9 billion in 2012; about NOK 500 million more compared to 2012.
When both gross capital expenditures and gross operating expenses are measured by kilometre of local road, Oslo is, as usual, the highest, with NOK 359 000 and 624 000 respectively in 2013. The municipalities in Vest-Agder had the lowest gross capital expenditures with NOK 37 000 on average per kilometre of local road, while the municipalities in Hedmark had the lowest expenses. On average, these municipalities’ operating expenses constituted NOK 77 000 per kilometre of local road in 2013.
