NOK 2.5 billion more to the transport and communication sector

Norwegian counties’ and municipalities’ gross operating expenses for the transport and communication sector increased in total by NOK 2.5 billion to almost NOK 25 billion in 2011. NOK 11 billion was spent on the roads and NOK 12 billion constituted the counties’ expenses in public transport.

Transport by bus constitutes 58 per cent of the total expenses to public transport

The counties’ total expenses in the transport and communication sector increased by 14 per cent in 2011 to almost NOK 18.3 billion. In addition to NOK 12.3 billion used on public transport, almost NOK 6 billion was used on the maintenance of county roads in 2011. Compared to 2010, this represented an increase in both types of expenditures by NOK 1.1 billion each. Among the modes of public transport, the counties’ gross operating expenditure on transport by bus dominates with 58 per cent of the total.

More than three in five journeys are made by bus

Excluding transport by railway, public travel entitled to subsidies increased by 15 million from 2010 to 474 billion in 2011. About 308 million, or 65 per cent, of this travel is by bus. It was, however, the transport by suburban railways and urban tramways that experienced the biggest increase in travel in 2011; an increase of 11.7 million to 136.5 million.

Local roads

The total gross operating expenses in all municipalities in the transport and communication sector constituted NOK 6.4 billion in 2011; an increase of 5 per cent from 2010. About 81 per cent of these expenses, or NOK 5.0 billion, were spent on local roads. The total gross capital expenditures in the road sector came to NOK 3.2 billion in 2011; the same as in 2010.

When both gross capital expenditures and gross operating expenses are measured by kilometre of local road, Oslo is highest, with NOK 412 000 and 493 000 respectively. Measured by inhabitants, however, Oslo falls to the average for the country for both types of expenditures.

A new administrative reform (“forvaltningsreformen”)

Previously, the Government was administratively responsible for all main roads. These roads were classified as “trunk roads” and “remaining main roads”. As from 1 January 2010, most of the “remaining main roads” were reclassified as provincial roads and thereby became an extended liability for the counties. Also the “remaining ferry route connections” were transferred to the counties, which were economically compensated for the additional administrative burden received through extended yearly block grants.
