Strong decline in private kindergarten fees

Fees in private kindergartens went down by 10.3 per cent from August 2003 to January 2004. The decrease was far stronger than the decrease in public kindergartens, which was 1.2 per cent.

From August 2003 to January 2004 households' payments in private kindergartens fell by 10.3 per cent. Fees in public kindergarten were more moderately reduced, with a decline of 1.2 per cent. In total from January 2003 to January 2004 the reduction in private and public kindergartens fees was 14.4 and 7.1 per cent respectively. The decline is due to increased kindergarten subsidies from 1 August 2003. A larger increase in subsidies for private kindergartens than for public kindergartens, approximately 33 and 19 per cent respectively, explains the substantial cuts in private kindergarten fees. Some additional municipalities have announced changes in the households' payments in connection with the implementation of maximum fees from 1 May 2004.

Change from January to August - largest decline in private kindergartens

Households' payments in public kindergartens went down by 1.2 per cent from August 2003 to January 2004. The largest decrease in public kindergarten fees occurred in South Eastern Norway and Hedmark and Oppland, with a decline of 5.1 and 5.0 per cent respectively. Oslo and Akershus and Western Norway on the other hand, recorded an increase in the same period.

In total, payments in private kindergartens fell by 10.3 per cent from August 2003 to January 2004. The fees were cut in all regions, and the size of the cuts was larger than in public kindergartens.

Year-to-year change: Huge regional differences

From January 2003 to January 2004 fees in public kindergartens have declined by 7.1 per cent. Despite an increase in Oslo and Akershus in the last six months, kindergarten fees fell by 13.7 per cent from January last year to January this year. Western Norway was the only region with increased kindergarten payments in the last 12 months.

Fees in the private kindergartens fell more than in public ones, with a decline of 14.4 per cent from January 2003 to January 2004. The decrease was larger in private than in public kindergartens in all regions.

Methodological changes

As of January 2004 the aggregated rates of change are weighted, as opposed to previous surveys.

The statistics is a sample survey and is part of the consumer price index. The survey measures kindergarten payments per January and August every year and is included in the CPI in February and August.
