Large drop in kindergarten fees
Kindergarten fees in Norway registered a decrease of 14 per cent from August 2005 to January 2006. The large drop was caused by the decision of the government to lower the monthly maximum price from NOK 2750 to 2250.
Private kindergartens decreased their fees by 11.4 per cent while public kindergartens had an average decline in household payments of 15.8 per cent.
Although the decrease was substantial in both the private and public kindergartens, the adjustment in the kindergarten prices was much lower than the 18.2 per cent decrease in maximum fees. The main reason for this is that many kindergartens already had fees lower that the maximum fee of NOK 2750. A number of municipalities also have income graded payment systems, which means that kindergarten fees for many fall under the maximum fee level.
Stronger drop in public kindergarten fees
Generally the public kindergartens fees fell more than those in private kindergartens from August 2005 to January 2006.
The greatest decrease was seen in Western Norway, where fees fell by 17.2 per cent. This could be explained by the fact that Western Norway had the largest fee increase in the last survey thus they had to make greater adjustment in January 2006. Northern Norway had the lowest decrease of 13.2 per cent due to previous decreased fees in August 2005. For the rest of the country the average decrease in household payments ranged between 15.3 and 16.5 per cent.
Private kindergarten fees fell by 11.4 per cent on average from August 2005 to January 2006. In South Eastern Norway private kindergartens had the lowest drop in household payments, while those in Northern Norway had the largest decrease in fees.
Price development in the last 12 months
From January 2005 to January 2006, fees in public and private kindergartens declined by a total of 13.7 per cent. At the same time last year kindergartens also decreased fees but it was not as strong the present drop. The household payments in private kindergartens dropped by 10.9 per cent, while payments in public kindergartens fell by 15.7 per cent on average from January 2005 to January 2006.
For public kindergartens, Northern Norway registered the lowest decrease of 13.4 per cent. Oslo and Akershus and Trøndelag decreased fees by 15.3 and 15.6 per cent respectively while the rest of regions decreased fees between 16 and 17 per cent.
For private kindergartens, Northern Norway followed by Agder and Rogaland registered the largest drop in fees, while South Eastern Norway showed the weakest drop in kindergarten fees.
