Rise in kindergarten fees

Fees in public and private kindergartens in Norway rose by 2.9 per cent in total from January 2014 to January 2015. A large portion of the rise is due to the increase in the maximum fee effective from 1 January 2015.

Households’ payments to public kindergartens have shown an increase of 2.7 per cent in the last twelve months. Fees in private kindergartens went up 3.2 per cent. Fifty-two per cent of all children with day-care places attend a publicly-provided kindergarten.

At the regional level, the public kindergarten fees have had the lowest increase in South Eastern Norway, at 1.6 per cent from January 2014. The regions Trøndelag, Agder and Rogaland showed the largest price increase, at 3.4 per cent in the same period. In Hedmark and Oppland, prices rose 3.3 per cent, while Northern Norway saw a price increase of 3.2 per cent in the same period. For Western Norway, the price rise was 2.0 per cent from January last year to January this year. In Oslo and Akershus, the fees rose 2.6 per cent.

The maximum fee for a full-time place in a kindergarten is set by the Norwegian Parliament. On 1 January 2015, this was increased from NOK 2 405 to NOK 2 480 per month. In addition to an increase in the maximum fee set by the Norwegian Parliament, the overall change must be seen in relation to higher rates for additional food payments and payments for extra curricular activities.
