Differences in Kindergarten fees remain

For families with total gross income of NOK 500 000 the counties of Sogn og Fjordane and Finnmark have the lowest monthly fees for having a child in public kindergarten, while the capital city has the highest.

Families with total gross income of NOK 500 000 have on average monthly payments of NOK 3 033 for children aged three years or more, which is an increase of 1.0 per cent from August 2000. Oslo has the highest fees with NOK 3 650, whereas the payments in the counties of Sogn og Fjordane and Finnmark are the lowest: Families in the two counties pay approximately NOK 950 less than families living in Oslo.

With a total gross income of NOK 375 000 the monthly payments vary between NOK 2 607 and NOK 3 650. The average payment is NOK 2 955.

Households with total income of NOK 250 000 and 100 000 have monthly payments on average of NOK 2 705 and 2 137, respectively.

Due to increased kindergarten subsidy the kindergarten fees have decreased slightly from January to August 2001 on all income levels except from the income level of NOK 100 000, which has had a slight increase.

The payment system

The great differences in the kindergarten fees are to a large extent due to the different payment system, which the municipalities themselves have the authority to form. 66 of the 109 municipalities in the survey have the same payments regardless of total gross income, while the remaining municipalities use fees that vary according to the total gross income. All municipalities have price reductions for the second child and 52 municipalities offer 50 per cent off.

Public and private kindergartens

Monthly payment in public kindergarten is still lower than monthly payment in private kindergartens. Monthly payments for a child in private kindergartens differ among the five Norwegian regions from NOK 3 007 to NOK 3 712 and the average of the five regions is higher than the monthly public fees on all four income levels. With a total gross income of NOK 375 000 and 500 000 the difference are approximately NOK 500 and 400. On the lowest income levels the differences are even greater - with total income of NOK 250 000 the difference is closer to NOK 750, whereas for families with total income of NOK 100 000 the difference amount to about NOK 1 300.
