Most kindergartens have introduced the maximum fee

With only a few exceptions, Norwegian kindergartens do not charge more than the maximum fee of NOK 2 750 per child. The system of maximum fees was introduced on 1 May 2004. Public kindergartens have a higher degree of compliance with the new system than private kindergartens.

According to the system of maximum fees the price of full-time care should not exceed NOK 2 750 per month. The annual payment should not exceed NOK 30 250, but food costs can be charged on top of that. Furthermore, households with two children in kindergarten are entitled to a discount of at least 30 per cent.

Public kindergartens comply with the requirements

Per August 2004 the highest monthly payment in public kindergartens varied between NOK 2 000 and 3 025. The lowest payments varied between NOK 0 and 2 750. The great variations in the latter are due to the fact that one third of the kindergartens use an income graded payment system. The additional two thirds have a flat fee system that implies that the highest and lowest registered payments are identical.

On a yearly basis the average highest price in the various municipalities was NOK 30 300 including food costs. Compared with August 2003 this implies an 8 per cent reduction in prices. All municipalities offered a discount to siblings. The average discount rate has, however, been reduced over the last year. As a result, households with two children in kindergarten did not benefit from the same price reduction as households with only one child in kindergarten.

Large price reduction in private kindergartens

The average household payment in private kindergartens was NOK 2 700 in August. This compares with NOK 3 250 in August 2003, a reduction of 17 per cent. In August 2004 the average annual payment was NOK 31 000 including food costs. This compares with NOK 37 200 in August last year. It has become common practice in most private kindergartens to offer a discount to siblings. However, some private kindergartens still do not comply with the minimum discount rate of 30 percent.

The survey shows that although both public and private kindergartens comply with the requirements of the maximum fee system, there are still some discrepancies. The number of kindergartens that do not comply with the system is higher among private than public kindergartens.
